IAS Salary Per Month 2026: In-Hand Pay, Levels & Perks

IAS is one of the most prestigious government careers in India, and its salary increases with experience, promotions, and allowances. A new IAS officer starts with a basic pay of ₹56,100 per month under the 7th Pay Commission, while the highest basic pay is ₹2,50,000 for the Cabinet Secretary.

The current DA rate is 60% of basic pay, with a further increase to 63% expected from July 2026. Meanwhile, the 8th Pay Commission is under consultation and has not yet submitted its report.

How IAS Salary Is Calculated

IAS salary is made up of basic pay, Dearness Allowance, House Rent Allowance and Transport Allowance, minus pension contributions and taxes. Basic pay depends on the officer’s level and cell in the pay matrix, and it generally increases by 3% through the annual increment.

Dearness Allowance is calculated as a percentage of basic pay and is revised every January and July based on the Consumer Price Index for Industrial Workers. IAS officers receive DA at the same rate as central government employees. The Finance Ministry order of 22 April 2026 increased it from 58% to 60%, effective from 1 January 2026.

House Rent Allowance is provided when an officer does not live in government accommodation. For officers serving in a state, the All India Services (House Rent Allowance) Rules, 1977 allow HRA at the state’s rates for senior officers, but the amount cannot be lower than the applicable central rate.

ComponentAmount at Entry Level
Basic Pay (Level 10, first cell)₹56,100
Dearness Allowance (60% of basic pay)₹33,660
HRA in an X city (30%)₹16,830
HRA in a Y city (20%)₹11,220
HRA in a Z city (10%)₹5,610
Transport Allowance in 19 larger cities (₹7,200 + DA)₹11,520
Transport Allowance elsewhere (₹3,600 + DA)₹5,760

The HRA rates moved to 30%, 20% and 10% after DA crossed 50% in 2024. In Gujarat, Ahmedabad is the only X city on the central list, while Surat, Vadodara and Rajkot are Y cities. Officers at Level 14 and above who are entitled to an official car can instead choose a transport allowance of ₹15,750 plus DA.

The main deductions include 10% of basic pay plus DA towards NPS or UPS, income tax, professional tax in states where it applies, and group insurance. Under NPS, the government contributes an additional 14%, which does not come out of the officer’s take-home salary.

IAS Pay Scale: Level-Wise Salary and Posts

The IAS (Pay) Rules, 2016 place officers across eight pay levels, starting from Level 10 at entry and reaching Level 18 for the Cabinet Secretary. Eligibility for the first four promotions is counted from the year of allotment, which corresponds to the officer’s batch year.

Pay Level and GradeBasic Pay and Typical Posts
Level 10, Junior Time Scale (entry)₹56,100 to ₹1,77,500: Assistant Collector, SDM (Prant Officer in Gujarat)
Level 11, Senior Time Scale (after 4 years)₹67,700 to ₹2,08,700: Additional Collector, District Development Officer
Level 12, Junior Administrative Grade (after 9 years)₹78,800 to ₹2,09,200: District Collector, Deputy Secretary at the Centre
Level 13, Selection Grade (after 13 years)₹1,23,100 to ₹2,15,900: Collector of a larger district, Director at the Centre
Level 14, Super Time Scale (after 16 years)₹1,44,200 to ₹2,18,200: Secretary in the state, Joint Secretary at the Centre
Level 15, Higher Administrative Grade (about 24 to 25 years)₹1,82,200 to ₹2,24,100: Principal Secretary, Additional Secretary at the Centre
Level 17, Apex Scale (about 30 years, by selection)₹2,25,000 fixed: Chief Secretary, Secretary to the Government of India
Level 18, Cabinet Secretary Grade₹2,50,000 fixed: Cabinet Secretary

The rules provide IAS officers with two extra increments when they are promoted to the Senior Time Scale, Junior Administrative Grade and Selection Grade. This is why a fifth-year officer can earn more than the Level 11 starting figure of ₹67,700.

Some salary guides list Level 13 at ₹1,18,500 and place Additional Chief Secretaries in Level 16. The IAS pay rules use ₹1,23,100 as the starting pay for Level 13, and they move directly from the Higher Administrative Grade (Level 15) to the Apex Scale (Level 17), with no Level 16.

One rule that surprises many aspirants is related to property returns. Since a 2021 amendment, an officer must file the Immovable Property Return for the previous year by 31 January to be considered for the next pay level.

IAS Salary During Training at LBSNAA

An IAS officer trainee receives a basic pay of ₹56,100 a month during the first year of probation, plus DA. The probation rules fix pay at the lowest stage of the junior scale for the first year and at the second stage, now ₹57,800, for the remaining probation period.

Training lasts for about two years. It begins with the Foundation Course and Phase I at LBSNAA Mussoorie, followed by district training in the allotted state. The officer then returns to the academy for Phase II before completing a short attachment as an Assistant Secretary in a central ministry.

The academy recovers mess, hostel and other charges from the trainee’s salary, so the amount credited during the Mussoorie period is lower than the paper salary. The complete mix of allowances starts once the officer takes up a field posting such as Assistant Collector.

IAS Salary In Hand Per Month

A newly posted IAS officer living in a government house takes home about ₹80,600 a month. The same officer living in rented accommodation in Ahmedabad, with HRA and transport allowance at central rates, would take home about ₹1,01,900.

NPS or UPS (10% of Basic + DA)−₹8,976
Professional Tax (Gujarat rate)−₹200
Income Tax (new regime, monthly)Nil
Estimated In-Hand₹80,584

In Ahmedabad, without a government house, HRA of ₹16,830 and transport allowance of ₹11,520 at central rates increase gross pay to ₹1,18,110. After ₹8,976 towards NPS, ₹200 professional tax and ₹7,050 income tax, the take-home salary comes to about ₹1,01,900.

Since the pay matrix is the same across cadres, these figures also illustrate the IAS salary in Gujarat per month for a new officer. Gujarat’s own deduction is the ₹200 professional tax charged on salaries above ₹12,000.

Income tax uses the new regime slabs for 2026-27, which Budget 2026 left unchanged, along with the ₹75,000 standard deduction. For the district posting example, yearly taxable income remains under ₹12 lakh, so the rebate removes the tax liability.

The figures do not include small items such as group insurance and the licence fee for government accommodation. They will increase by roughly ₹1,500 a month at entry level once the 63% DA rate from July 2026 is officially notified, with arrears for the months that have already passed.

IAS Salary After 5, 10, 20 and 30 Years

An IAS officer’s basic pay roughly triples over a career, rising from ₹56,100 at entry to about ₹1,72,200 after 20 years and around ₹2,24,100 to ₹2,25,000 after 30 years. The table below gives estimates for an officer who progresses through promotions on schedule.

Years of ServiceBasic Pay and Estimated In-Hand
Entry (Level 10)Basic ₹56,100; in-hand about ₹80,600
After 5 years (Level 11)Basic ₹76,200; in-hand about ₹1,01,900
After 10 years (Level 12)Basic ₹96,900; in-hand about ₹1,25,700
After 20 years (Level 14)Basic ₹1,72,200; in-hand about ₹2,00,200
After 30 years (Level 15 or 17)Basic ₹2,24,100 to ₹2,25,000; in-hand about ₹2,49,000 to ₹2,49,800

These estimates assume a 3% increment every July, promotions on completing 4, 9, 13, 16 and 25 years, two extra increments at the first three promotions, DA at 60%, the new tax regime and no HRA or transport allowance. Actual pay slips can differ by a few thousand rupees depending on the joining month and exact promotion date.

After 5 years, the officer is in the Senior Time Scale. The two extra increments on promotion bring basic pay to about ₹76,200 in the fifth year, compared with the Level 11 starting figure of ₹67,700. Common posts at this stage include Additional Collector and District Development Officer.

After 10 years, the officer has moved into the Junior Administrative Grade at Level 12, which comes after nine years of service. Basic pay is close to ₹97,000, and many officers in this band serve as district Collectors.

In the 14th year comes one of the biggest jumps of the career. Promotion to the Selection Grade moves basic pay from about ₹1,02,800 to approximately ₹1,30,600, an increase of nearly ₹28,000 in one step, because Level 13 starts at ₹1,23,100.

After 20 years, the officer is in the Super Time Scale at Level 14, with basic pay near ₹1,72,200 and basic plus DA of about ₹2.76 lakh. At this level, an officer may serve as Secretary in the state or as Joint Secretary at the Centre after empanelment.

After 30 years, most officers are in the Higher Administrative Grade, where basic pay can reach ₹2,24,100. Only Chief Secretaries, Secretaries to the Government of India and a few similar posts carry the Apex Scale of ₹2,25,000, making the basic pay difference between the two just ₹900. The Cabinet Secretary alone draws ₹2,50,000.

IAS Officer Perks and Facilities

Some of the biggest IAS benefits are outside the basic salary. These include government accommodation at a nominal licence fee, an official vehicle for duty, and retirement benefits supported by government contributions. Each benefit is governed by specific All India Services rules.

  • Housing: Officers can receive government accommodation for a small licence fee. A Collector usually lives in the official bungalow at the district headquarters, and HRA stops while government accommodation is being used.
  • Transport: Field postings generally come with an official vehicle for duty. Officers at Level 14 and above who are entitled to an official car can instead receive ₹15,750 plus DA per month.
  • Medical care: The All India Services (Medical Attendance) Rules, 1954 cover medical treatment for officers and their families. Officers serving at the Centre can use CGHS.
  • Leave Travel Concession: Officers and their families can claim travel to their hometown or other parts of India under the All India Services (LTC) Rules, 1975.
  • Study leave: Officers can take paid leave for higher studies in India or abroad under the All India Services (Study Leave) Regulations, 1960.
  • Pension: Officers who joined after 1 January 2004 are covered by NPS, where the officer contributes 10% of basic pay plus DA and the government contributes 14%. Since April 2025, officers can opt for the Unified Pension Scheme, which assures 50% of the average basic pay of the last 12 months after 25 years of service.

IAS Salary and the 8th Pay Commission

The 8th Pay Commission has not yet changed IAS salary. The 7th Pay Commission matrix discussed in this article remains in force until the government accepts a new pay structure. The Union Cabinet approved the commission’s terms of reference on 28 October 2025 and gave it 18 months from its constitution to submit its report.

Justice Ranjana Prakash Desai, a former Supreme Court judge, chairs the commission. IIM Bangalore professor Pulak Ghosh is its part-time member, while Pankaj Jain is the member-secretary. In August and September 2026, the commission scheduled consultations in cities including Jaipur, Chennai and Puducherry.

The government said at the time of approval that the new pay would normally take effect from 1 January 2026, as previous commissions have done. If that happens, officers would receive arrears from that date once the report is accepted.

The fitment factor, which converts old basic pay into new basic pay, has not yet been decided. Reports in August 2026 suggested that a figure of 2.1 discussed in the media was not final. For comparison, the 7th Pay Commission used a factor of 2.57, and DA was reset to zero when its new matrix began in 2016 because the previous DA was incorporated into the new basic pay.
